Petitions for animals?

I often see requests for people to sign a petition to 'stop unnecessary suffering' somewhere or under certain circumstances. Let's amend the wording slightly. How about a petition to 'allow only necessary suffering'? Means the same doesn't it? Except now I feel moved to ask exactly what that necessary suffering is.

I've got a better idea. Why not abandon these petitions and use the time for vegan advocacy. That way we can help put an end to animal exploitation in all its forms everywhere and we won't have to ask people to add their signatures to a document which effectively endorses suffering.
