According to Rashi, Ovadyah was a convert from among the Edomites (Artscroll, Trei Asar, p. 268). The Sages held that the subject of Ovadyah's prophecy, Edom of his previous (pre-conversion) life, though literally an Arab nation of present-day southwestern Jordan, symbolizes Rome and, therefore, its offspring, Christianity (e.g., loc. cit.). A more modern update would suggest that Edom symbolizes Islam.

Traditional translations choose to ignore the תביר (tәvir; a major disjunctive, roughly correlating to a semi-colon) marking ציון ( Tziy•on′; corrupted to "Zion"), necessitating a pause after the word, and forcing "there shall be refuge and holiness" to be interpreted as a single phrase.
The same passage prophesies that Israel will inherit those who have been her host nations. This leaves Israel with no need of a refuge. To the contrary, it is to be (15 & 18) Ei•sau′ and כל-הגויים (kal ha-joy•im′; all of the peoples) who will be forced to "drink of the cup" (16) and in need of this refuge of holiness—holiness which is accessible only through Israel. Tor•âh′ proclaims (cf. Who Are the Netzarim? andAtonement In the Biblical 'New Covenant' Live-Link (ABNC Live-Link)) that such holiness, which is accompanied by refuge, is possible only via either conversion or attachment to Pәrush•im′-heritage (Orthodox) Israel (not the pretend, Displacement Theology, pseudo-Judaism of Christian Jews) as geir•im′.
Thus, it is in the figurative, not literal, sense that Israel is to be a flame consuming the straw. We can see the beginnings of this already, as Israel has become a dominant force in the hi-tech world and the Nәtzâr•im′ are demonstrating the intellectual, scientific and logical superiority of Tor•âh′ over the religions of thegoy•im′ and Ei•sau′. This shall one day be so complete that (18) "there shall be no remnant to beit Eisaw, for י--ה has spoken." "And where was the decree pronounced?," Rashiasked rhetorically (Artscroll, ibid., p. 278). "Where it is stated" (bә-Mi•dәbar′ 24.19): "Then he [the Mâ•shi′akh, cf. 24.17] shall descend from Ya•a•qov′; and he shall eliminate the vestige [of Edom, cf. 24.18] from the city." All goy•im′ will either be enlightened as converts (or geir•im′, henceforth no longer goy•im′) or eliminated from Yәrushâlayim.
